Quality, Affordable Foothill-De Anza Student Housing


 

The Foothill-De Anza Community College District has acquired a property located at 7918 McClellan Road, Cupertino, CA 95014 for the purpose of the De Anza Community College District Student Housing Project. The Project aims to renovate the Site and create 94 affordable student housing units. There will be no demolition of the existing improvements at the Project Site. FHDA has off-campus housing. The total stock includes 94 apartments, with an estimated 350 bed spaces.

Q: What type of housing is provided to Foothill-De Anza Community College District students? 

Students who attend Foothill or De Anza College can live in apartment style accommodations that are located within walking distance of the De Anza campus and a short drive away from Foothill campus. These units are readily available and offer a convenient housing option for students seeking to live near campus. 

Q: Is housing open to residents who aren’t students at FHDA? 

The housing at FHDA is a residential community for students who attend either Foothill or De Anza college and must meet certain eligibility requirements. 

Q: What are the eligibility requirements to live at the FHDA student housing? 

    • Must be a credit student, enrolled in at least 8 credit units.  
    • Must be at least 18 years old at the time of residing in the student housing. 
    • Must have no criminal record related to violence or other significant disciplinary offenses. 
    • Must complete a FAFSA or Dream Act equivalent if applicable.  
    • Must have current MMR vaccination and TB clearance. 

Q: Is the price for housing for the entire apartment or by the individual? 

Each resident signs a housing license agreement based on their individual housing cost. Residents are responsible for their own bed space and share responsibility with their roommates for the overall apartment unit. 

Q: Is a co-signer required? 

Each applicant is required to provide a qualifying financial guarantor (often a parent) when applying for housing. In some circumstances, this requirement may be waived. 

Q: Can my student financial aid cover the cost of housing? 

Students receiving financial aid may use their funds to cover housing costs. Please note that the financial aid process is separate from the housing application process, and financial aid awards vary by individual. For more information, please contact:

Q: Can I choose who to live with or can you match me with roommates? 

While it is not a guarantee, students will be matched with their preferred apartment-mate(s), students will have the option to request their apartment-mate(s) by first and last name during the application process. Students may also apply on their own and the student housing staff will provide a match.  

Q: How many roommates will I have? 

Most apartments are sized with two bedrooms and two bathrooms and residents have the option of choosing the type of occupancy they would prefer. There will be a limited number of single occupancy bedrooms available. Most of the floorplans will be double or triple occupancy. This could mean a total of two to six students are living in the apartment.  

Q: Are the apartments single gender? 

Room assignments are based on the applicants’ preferences for either a traditional same gender specific apartment or a mixed, non-gender specific apartment. We will assign a resident to a non-gender specific or mixed gender apartment only if selected on the resident’s application or a consent form.  

Q: Is the apartment furnished? 

Yes, all apartments come furnished with the following: Each resident is provided in a twin bed frame and mattress (that may or may not be bunked), nightstand, desk and desk chair. In the common area, apartments will come furnished with a dining room table and four chairs.  

Q: Is there a meal plan? 

While there is no meal plan associated with student housing, all apartments are equipped with a full kitchen, which includes a four-burner stove and oven, a microwave, a full-sized refrigerator, and a pantry area.  

Q: What kind of amenities are provided? 

The student housing community has a recreation room, fitness center, outdoor courtyard, and a laundry facility. Additionally, there are resident advisors who plan residential programs and monthly events for community members. 

Q: How can I request accommodation for a disability? 

When submitting your housing application, you may make a request for accommodation due to a disability. Your request will be followed up by a member of the staff.  

Q: What are the policies on pets, smoking, drinking, and guests? 

The community assumes all student codes of conduct. FHDA student housing is a smoke-free and dry campus. Guests are welcomed to the community, subject to limits on duration of visitation and apartment-mate consent. Animals and pets are not permitted at the community. Reasonable requests for accommodation for an assistance animal, when its use is necessary to afford a person with a disability, an equal opportunity to use and enjoy housing, may be requested. Information about the process for establishing a housing accommodation for a disability will be provided to anyone in need of such an accommodation. 

Q: What kind of safety and security is provided? 

The student housing community will have a live-in residence life coordinator and resident assistance who can provide support on night and weekends. Additionally, FHDA public safety officers can be contacted in case of emergency at 408-924-8000 or for non-emergencies at 650-949-7313.  

Q: Why is Foothill-DeAnza Community College District acquiring an apartment complex for affordable student housing?

A: The lack of affordable housing in our area for underserved students is well-documented and is a significant barrier to a higher education. By securing an existing apartment complex that will be dedicated to student housing, the District is making an immediate long-term investment in our underserved students, community and economic sustainability.

Q: How is this getting paid for?

A: This acquisition is part of voter-approved Measure G, an $898 million general obligation bond measure approving the acquisition of property for affordable student housing. It was passed on March 3, 2020, by 58.8% and the Board at the May 5, 2025 meeting authorized using Measure G bonds to acquire the apartment complex.

Q: Why did the District select this property for affordable student housing? 

A: The McClellan Terrace Apartments meet all the criteria to serve the colleges' needs, providing a viable and immediate solution to student housing challenges. It is within a one-mile radius of the De Anza campus, has no known environmental concerns, no deed restrictions or covenants that affect the district’s ability to utilize it as intended and avoids the long delays and cost overruns with new construction. 

Q: When will current tenants need to relocate?

A: Current tenants will be allowed to remain in their apartments if they would like until June 30, 2026. Existing leases will remain in place and all tenants will be able to extend their lease (at the same rate) up until June 30, 2026.  

Q: Will the District provide relocation support?

A: Yes. The District is committed to a human-centered approach, offering relocation assistance and services to tenants and families. Relocation assistance includes helping tenants find comparable housing locally and providing financial assistance to qualified tenants. At the May 5, 2025 Board meeting, the District approved a contract with a firm specialized in relocation assistance programs and services.  This firm will be communicating and working with the tenants on the assistance that will be available upon the close of escrow.   

Q: Who will be allowed to live in the affordable student housing complex?

A: All students of Foothill College and DeAnza College are eligible to live in housing. We are finalizing a rubric for prioritization and will share once it is ready.  Any students currently residing in the apartment complex will be automatically eligible.  

Q:  Will students who are currently renting need to relocate?

A:  No.  Any enrolled students at Foothill College or De Anza College will not need to relocate.   [Drafter Note: this Q&A seems to be almost the same as the preceding Q&A.

Q: I heard that this housing is for international students. Is that true?

A: No. All Foothill College and De Anza College students are eligible to live in the student housing.  We will be releasing a rubric soon that demonstrates which student groups will be prioritized. It is our primary mission as a community college to serve the students and the needs of our immediate region. 

Q: When will students be allowed to move in?

A: Some student occupancy is expected to begin in August or September 2025, depending on available units in time for the start of the fall quarter and continue through June 30, 2026.

Q: Why does the Foothill-DeAnza Community College District need an apartment complex?
